SELECTION and VERIFICATION
of STAFF / PERSONNEL CREDENTIALS
1. PURPOSE:
1.1 To ensure a consistent and equitable process for the selection of Island Home Health
Care staff.
2. POLICY:
2.1 IHHC will establish a process for the recruitment and selection of staff that ensures equal
consideration of applicants whose qualifications are commensurate with anticipated job
responsibilities
2.1.1 Assessed against consistent criteria at every stage
2.1.2 Based on skills, experience and certification requirements.
2.1.3 Background checks and primary source verification are conducted
2.2 IHHC will not discriminate in provision of services or employment with respect to age,
race, religion, gender preference, marital status, national origin, or source of payment,
and complies with HAAD laws and regulations.
2.3 IHHC process of selection and verification of staff / personnel are being followed by all
stakeholders.
2.4 IHHC will assure all employee records comply with HAAD, CARF and other regulatory
requirements.
3. DEFINITION:
3.1 Staff Verification Service - The practice of verifying the employment eligibility and past work
history of current or potential employees.
3.2 Staff Selection - The process of interviewing and evaluating a staff for a specific job and
selecting an individual for employment based on certain criteria.
4. PROCEDURE:
4.1 IHHC- Human Resources will review UAE employment laws and regulations regarding recruitment, employment, maintaining personnel records to ensure the accuracy, completeness and confidentiality of the contents.
4.1.1 Applicants will be informed of the employment determination.
4.1.2 The appropriate staff will be oriented regarding the following personnel selection
process:
4.1.2.1 Application
4.1.2.2 Reference checks (attempt to get minimum of 2) (Optional)
4.1.2.3 Verification of qualifications/experience/job history.
4.1.2.4 Verification of education/training/licensure/certification including contract
staff
4.1.2.5 Offer of employment
4.1.3 Staff Medical Records
4.1.3.1 Pre- Employment health Questionnaire
4.1.3.2 Laboratory Results / TB Test
4.1.3.3 Hepatitis B Titer
4.1.3.4 Immunization Record
4.1.4 Other requirement as per HAAD requirements:
4.1.4.1 Confidentiality Statement License and License Verification
4.1.4.2 Orientation checklist
4.1.4.3 Competency Skills Checklist
4.1.4.4 Current CPR Certification
4.2 Employment Ineligibility:
4.2.1 IHHC will not hire or make an offer of employment to any applicants without prior
written approval from the Chief Executive Officer / designee.
4.2.2 In line with the Health Authority of Abu Dhabi and other regulations, any candidates
who did not meet the standard of HAAD will not be hired:
4.2.2.1 Issues concerning information received:
4.2.2.1.1 Background issues
4.2.2.1.2 Appropriate and needed credentials that cannot be verified.

4.3.2.1 A complete primary source verification of visa and license renewal

4.4 Employee Orientation
4.4.1 Agency will define the orientation content and proficiency requirements for v each job classification. The orientation will include but not to be limited to:
4.4.1.1 Personnel issues/requirements
4.4.1.2 Agency objectives
4.4.1.3 Policy/procedures specific to the discipline
4.4.1.4 Patient care issue
4.4.1.5 Safety issuesv
4.4.1.6 Confidentiality regulations, Health Insurance Portability and Accountability
4.4.2 The orientation topics, as defined by the job-specific orientation and skills
competency, will be presented/reviewed with each new employee and
documented in the personnel file.
4.4.3 IHHC will assign the responsibility for
orientation, observation, and proficiency /competency testing to the appropriate qualified
Agency staff member.
4.4.4 The new employee's knowledge and skill proficiencies will be assessed, as
appropriate, for the assigned job responsibility.
5. RESPONSIBILITY:
5.1 Human Resources will monitor & communicate this policy effectively to all Island Home Health Care staff and employees.
5.1.1 To select staff / personnel with the right skills and credentials.
5.1.2 Deal not only with staff welfare and administration – centered activities but also
Strategy and Planning.
5.1.3 Develop and update job descriptions and job specifications.
5.1.4 IHHC Human Resources, is responsible for advising stakeholders, maintaining,
monitoring, and revising this policy; and for authorizing exceptions.
